Anybody know what these plates are for?

could be crude mounts for a jack stand to get the rear wheels up in the air while running the engine

I agree with Bruce (or they may have been intended as a tie down point for transportation).

One thing that I do see that needs to be fixed is what I presume to be the crotch belt. The slotted plate that the webbing threads through needs to be right up against the bracket that bolts to the anchor point. In a situation where there is a hard tug on the belt the current installation will see the belt move until the slotted plate is against the mounting plate. Probably not quite so bad in a front motor car where the rear end housing tends to restrain your movement but a recipe for some serious injuries if the lap or shoulder belts are the same way.
  Watch this video and pay attention to how far my mate came out the top of the cage due to the same situation with the belt install.

Roo, just a question. (I'll change it,  if you think so)  but,  the crotch belt comes off that bung on the bottom then goes in front of the cross tube then into the slotted hole in the aluminum. Is that the same scenario?

The slotted hole the belt goes through is just barely in front of that cross tube. Can't see it from the pictures the holes you can see are just holes in an old motor plate I was using.

The main issue is that you cant have any belt exposed below the frame rails

Kyle,
       beside Bruce's point on the belt relative to the frame rails, the way the belt is assembled (for want of a better word) is what I am talking about. The webbing is threaded through the slotted plate and then through the mounting tab before again going through the slotted plate. That plate needs to be as close to the mounting tab as possible.
