Consider this as a "generally speaking" comment about pumps. Most pumps push a whole lot better than they pull so I would place the fuel filter after any pump. There are pumps that pull vacuum quite well, but I don't think that's typical of something like a fuel pump. Exceptions to my "generally speaking" comment would dirt track cars; late models, modifieds and the like. But, in those cases the environment during refueling is quite dirty since we're talking dirt track. But, to minimize restriction on the "pull" side of the pump the filter is very often a stainless steel screen about 8" - 10" long and at least 1 1/4" diameter.
Not saying I'm right, but that's my $0.02.
