What is soooo darn important that you cant fill out the card then, I mean Ive never spent more that 4 minutes filling it out.
Tech cards a numbered so they know how many are out there for that race. If one had access to mutiple cards and someone gets bounced for a tech issue, he could just fill out another card and turn it in at the table, the tech people would not even know. the system is fine--learn how to write faster

In those Racer Log Books that you get from Jegs and Summit, there is a page up front that you can fill in all with all of those SFI numbers and dates in advance. Then you can just quickly transfer that info to the tech card at the races. That would save a bit of time.

I've made my own log book in Excel that way you can input what you want in the order you want it. A sheet kinda serves two purposes as it will be a reminder of what safety equipment is due for re-certification.

Not sure about the other divisions but in D1 you can also get an ETI card in the beginning of the season that has a serial number so all you have to do is give the card and your tech card to the inspector .
