Gen. Reg 1.8 Belly Pan - Retention Device

The regs state that a belly pan is to have a "flame retardant absorbable mat"  ( I'm paraphrasing).  What can be used to fulfill this requirement?  A NAPA gray absorbent mat?

as long as the material itself will not support flame. Generally speaking, no one has ever checked for it other than in the fuel classes. Ran for years with just the lower bag and no filler (would not work with the pan I had) Thru rods out twice, no fire and no leaks

I see PigMat in a LOT of belly pans. 

I've never seen them check

NHRA only checked for PigMat one time at a Div 7 race, in our car.

H.G. Wells:
Hate to hi-jack, but why would someone prefer a pan over a diaper? Or do some classes require both?

The diaper is a pain to strap on and off I know. No one wants to be on fire or have oil under the tire but wouldn't a pan keep the fire in the car with the driver?
