on my fuel altered the steering is almost impossible to turn tires with steering wheel when hand pushing it around;;what i'm asking is do i put fluid in steering box?what kind and how know it's full?

depeds on the box, some are grease, some oil.  I never used to use the wheel in the pits, tend to steer it from the wheels providing nobody has their hands near the wheel.
