from what I've read, just the straps are sfi rated. the top plate, aluminum, and header parts are non sfi. ???

A manufacture must be willing to sew straps onto your plate, some will not because they want you to buy their system. Their system (plate-straps-mounting hardware) is what gets sent in for testing in order to attach the SFI tag to the straps. Again talk to DJ as they are somtimes willing to do that.

replacements straps; they weave into 2 slots on the plate like seatbelts and the other end is sewn and the pins slide thru. unless I'm missing something.

if pulley ratio is 1:1, does pulley diameter, 2 big ones or 2 small ones, change anything?

The ratio remains the same
